- City 7 is failed city!

- The Toronto core was one of hardest hit cities during the portal storms

- Many Xen plants and wild life immigrated to City 7 during the storms

- The Combine had created many sectors (combine walls\gates) to control and exterminate the Xen wild life, rebels and citizens.

- They failed, and civilians where evacuated to the remaining safe zones in the GTA… Sector 52 of North York, Sector 43 of Scarborough and Sector 12 Mississauga

- The combine have invested interests in the core because their facilities such as the processing plant, combine fortress, power grid (the PATH) power relay facility (Union Station) and the reactor core (Combine\CN tower).

- The core is off limits to all humans and as a result, rebel activity grows.

- The Combine turn the processing plant into a head crab launching point to “control” rebels and citizens that haven’t left the core.

- The Combine plans are unclear, are they evacuating City 7 for good?
